On 30 October, Minister of Internal Affairs of the Republic of Armenia Arpine Sargsyan received the management teams of IN Groupe and HayPass, led by Dounia El Hasnaoui, Chief Financial Officer of IN Groupe.

Welcoming the guests, Arpine Sargsyan thanked them for their effective cooperation and emphasised the strategic importance of the project to introduce a new biometric document system in Armenia. The Minister noted that this is Armenia’s first public-private partnership project and an important step towards modernising public services, introducing cutting-edge technologies and improving the quality of services provided to citizens.

Dounia El Hasnaoui expressed her gratitude for the trust placed in the company and the effective partnership, emphasising that the company would continue to make every effort to ensure the successful implementation of the project and the delivery of high-quality services to citizens.

The meeting also addressed the introduction of e-gates, or automated border-crossing systems, at Armenia’s border crossing points. The parties agreed to introduce the relevant systems within a short timeframe to ensure faster, more convenient and more secure border-crossing procedures.

At the conclusion of the meeting, Minister of Internal Affairs of the Republic of Armenia Arpine Sargsyan and HayPass Director General Régis Bauchiere signed the report on the fulfilment of investment obligations under the public-private partnership project for the introduction of the biometric system, prepared by an independent expert company. The document certifies that the parties have duly fulfilled their investment obligations and are ready for the project to enter its operational phase.
