ՆԳ նախարարի տեղակալ Արմեն Ղազարյանը հունվարի 22-ին մասնակցել է Հայաստանի Հանրապետության Համընդհանուր պարբերական դիտարկման (ՀՊԴ) 4-րդ շրջանի զեկույցի երկրորդ քննարկմանը։ Ներկա էին նաև շահագրգիռ կառույցների, հասարակական և միջազգային կազմակերպությունների ներկայացուցիչներ:
Զեկույցում անդրադարձ է կատարվել վերջին չորսուկես տարիներին տեղի ունեցած զարգացումներին, մասնավորապես՝ մարդու իրավունքների խթանմանն ու պաշտպանությանն ուղղված իրավական, քաղաքական և ինստիտուցիոնալ բարեփոխումներին, ինչպես նաև այն խոչընդոտներին և մարտահրավերներին, որոնց մեր երկիրն առնչվել է իր կողմից մշակված քայլերը կամ ստանձնած միջազգային պարտավորությունները կատարելիս:
Առանձնակի ուշադրություն է դարձվել ՀՀ վարչապետի՝ 2024 թ. նոյեմբերի 18-ի թիվ 1031-Ա որոշմանը, համաձայն որի՝ Հայաստանում ներդրվել է Մարդու իրավունքների ոլորտում միջազգային հաշվետվողականության ամրապնդման և դրանից բխող հետագա քայլերի ապահովման Ազգային մեխանիզմ:
Ակտիվ քննարկում է ծավալվել մարդու իրավունքներին վերաբերող հարցերի շուրջ: Մասնավորապես քննարկվել է նախորդ դիտարկման ընթացքում Հայաստանի կողմից ընդունված հանձնարարականների իրականացման ընթացքը, անդրադարձ է կատարվել քաղաքացիական, քաղաքական, տնտեսական, սոցիալական և մշակութային իրավունքների, ինչպես նաև պաշտպանության կարիք ունեցող առանձին խմբերի իրավունքներին վերաբերող հարցերին:
Քաղաքացիական հասարակության ներկայացուցիչները Զեկույցի նախագծի վերաբերյալ հանդես են եկել մի շարք մեկնաբանություններով և լրացումներով:
Հարթակում ընդգրկված են գործադիր, օրենսդիր և դատական համակարգի ներկայացուցիչներ. այն բաց է նաև Մարդու իրավունքների պաշտպանի և հասարակական կազմակերպությունների ներկայացուցիչների մասնակցության համար:

Human rights issues, reforms and challenges: discussion of the 4th cycle of the Universal Periodic Review (UPR) report of the Republic of Armenia took place
On January 22, the Deputy Minister of Internal Affairs Armen Ghazaryan participated in the second discussion of the 4th cycle report of the Universal Periodic Review (UPR) of the Republic of Armenia. Representatives of interested bodies, NGOs and international organizations were also present.
The report addressed developments over the past four and a half years, specifically legal, political, and institutional reforms aimed at promoting and protecting human rights, as well as the obstacles and challenges the country has encountered while implementing its developed steps or undertaken international obligations.
Special attention was given to the Armenian Prime Minister’s Decision No. 1031-A of November 18, 2024, which established the National Mechanism for Strengthening International Accountability in the Field of Human Rights and Ensuring Subsequent Steps Derived from It in Armenia.
An active discussion took place on issues related to human rights.
In particular, the process of implementing the recommendations adopted by Armenia during the previous review was discussed, and issues related to civil, political, economic, social and cultural rights, as well as the rights of groups in need of protection were addressed.
The Civil society representatives provided several comments and additions to the draft Report.
The platform includes representatives of the executive, legislative, and judicial systems; it is also open to the participation of the Human Rights Defender and representatives of non-governmental organizations.
