ՆԳ նախարարի տեղակալ Արմեն Մկրտչյանը փետրվարի 5-ին ընդունել է «Ռաուլ Վալենբերգ մարդու իրավունքների և մարդասիրական իրավունքի ինստիտուտի» հայաստանյան գրասենյակի տնօրեն Լաուրա Միլնին։

Անդրադառնալով համագործակցության պատմությանը՝ ՆԳ նախարարի տեղակալը բարձր է գնահատել համատեղ իրականացրած ծրագրերը, մասնավորապես՝ մարդու իրավունքների պաշտպանությանն ուղղված մասնագիտական վերապատրաստումներն ու ձերբակալվածների պահման վայրերում հանրային վերահսկողության մեխանիզմների կատարելագործման նպատակով տրամադրված փորձագիտական աջակցությունը։

Ներկայացնելով ՆԳ նախարարության ռազմավարական առաջնահերթությունները՝ Արմեն Մկրտչյանն ընդգծել է, որ մարդու իրավունքների պատշաճ պաշտպանությունը համընդգրկուն բարեփոխումների կարևորագույն բաղադրիչներից է։

Նա նշել է, որ նախարարության կողմից արդեն իսկ մշակվել է «Ձերբակալված և կալանավորված անձանց մասին» նոր օրենքի նախագիծը, որի աշխատանքներում կարևոր դեր ունի միջազգային փորձագիտական աջակցությունը։ Նախարարի տեղակալը շեշտել է նաև կրթական բաղադրիչի արդիականացման անհրաժեշտությունը՝ կարևորելով ուսումնական նյութերի ու մեթոդաբանության պարբերաբար թարմացումը։

Լաուրա Միլնը վերահաստատել է ՆԳ նախարարության հետ գործընկերային այնպիսի հարաբերություններ ձևավորելու պատրաստակամությունը, որտեղ տեսական քննարկումները վերածվում են գործնական արդյունքի։

Կողմերը պայմանավորվածություն են ձեռք բերել գույքագրել կարիքներն ու առաջնահերթությունները և համագործակցությունը հնարավորինս սեղմ ժամկետներում տեղափոխել գործառնական փուլ։

Deputy Minister of Internal Affairs Highlights Human Rights Protection as Central to Reforms during Meeting with the Armenian Office of the Raoul Wallenberg Institute for Human Rights and Humanitarian Law (RWI) Director
On February 5, the Deputy Minister of Internal Affairs Armen Mkrtchyan received Laura Milne, Director of the Armenian Office of the Raoul Wallenberg Institute for Human Rights and Humanitarian Law.
Reflecting on the history of cooperation, the Deputy Minister of Internal Affairs highly appreciated the joint projects, particularly the professional training programs in the field of human rights protection and the expert support provided to enhance public oversight mechanisms in places of detention.
Presenting the strategic priorities of the Ministry of Internal Affairs, Armen Mkrtchyan emphasized that the proper protection of human rights is one of the most critical components of the comprehensive reforms․ He noted that the Ministry has developed a draft law “On Detained and Arrested Persons” and stressed that international expert support plays a vital role in its development
The Deputy Minister also emphasized the necessity of modernizing the educational component, highlighting the importance of regularly updating training materials and methodologies.
Laura Milne reaffirmed her commitment to partnership with the Ministry of Internal Affairs, noting that theoretical discussions are effectively translated into tangible results.
The parties agreed to map out the current needs and priorities, aiming to transition the cooperation to its operational stage in the shortest possible timeframe.
