ՆԳ նախարարի տեղակալ Արմեն Ղազարյանը փետրվարի 24-ին ընդունել է Միգրացիայի միջազգային կազմակերպության (IOM) Եվրոպայի և Կենտրոնական Ասիայի տարածաշրջանային տնօրեն Արթուր Էրկենին և կազմակերպության Հայաստանյան գրասենյակի ղեկավար Իլոնա Տեր-Մինասյանին։
Հանդիպման ընթացքում քննարկվել են միգրացիոն հոսքերի կառավարման ռազմավարական մոտեցումները, ինչպես նաև մարդկանց շարժունակության կարգավորման և վերահսկելիության, անվտանգ միգրացիայի ապահովմանն ուղղված գործնական լուծումները։
Անդրադարձ է կատարվել Հայաստանի միգրացիոն դերի վերափոխմանը և ընդգծվել, որ Հայաստանի Հանրապետությունից քաղաքացիների արտագաղթը վերափոխվել է ներգաղթի։ Այս համատեքստում կարևորվել են երկիր մուտք գործող քաղաքացիների սոցիալ-տնտեսական արդյունավետ ինտեգրման և այս ուղղությամբ միգրացիոն քաղաքականության վերաբերյալ հարցերը։
Քննարկվել են նաև ժողովրդագրական զարգացումներն ու տնտեսության կարիքներին համապատասխան մարդկային ռեսուրսների համալրման կարևորությունը։ Անդրադարձ է կատարվել կրթական համակարգի և աշխատաշուկայի պահանջների հարաբերակցությանն ու կարիքներին համահունչ մասնագիտական վերապատրաստումների շարունակականությանը։
Կողմերը մտքեր են փոխանակել միգրացիոն կառավարման գործիքների հնարավորությունների շուրջ՝ խոսելով մուտքի և ելքի հոսքերի առավել արդյունավետ վերահսկմանն ուղղված թվային լուծումների, ինչպես նաև անվտանգ միգրացիոն ուղիների ձևավորման մասին։
Հանդիպման ավարտին կողմերը վերահաստատել են համագործակցության ընդլայնման պատրաստակամությունը՝ ուղղված անվտանգ և մարդակենտրոն միգրացիոն համակարգի զարգացմանը։

Digital Solutions for the Effective Management of Migration Flows Discussed: Armen Ghazaryan Receives IOM Delegation
On February 24, Deputy Minister of Internal Affairs of the Republic of Armenia Armen Ghazaryan received Arthur Erken, Regional Director for Europe and Central Asia of the International Organization for Migration (IOM), and Ilona Ter-Minasyan, Head of the IOM Office in Armenia.
During the meeting, the parties discussed strategic approaches to migration flow management, as well as practical solutions aimed at regulating human mobility and ensuring safe and orderly migration.
Reference was made to the evolving migration profile of Armenia, highlighting the shift from a predominantly emigration-driven pattern to increasing immigration flows. In this context, particular emphasis was placed on the socio-economic integration of incoming individuals and the related policy challenges.
The discussion also addressed current demographic trends and the importance of strengthening human capital in line with economic needs. Special attention was given to improving the alignment between the education system and labor market demands, as well as ensuring the continuity of professional retraining programs tailored to those needs.
The parties exchanged views on modern migration management tools, including digital solutions designed to enhance the monitoring of entry and exit flows and to facilitate the development of safe and regular migration pathways.
At the conclusion of the meeting, the parties reaffirmed their readiness to further expand cooperation toward the development of a safe, well-managed and people-centered migration system.
