ՆԳ նախարարի տեղակալ Արմեն Ղազարյանն ապրիլի 2-ին ընդունել է ՄԱԿ-ի փախստականների հարցերով գերագույն հանձնակատարի գրասենյակի ժամանակավոր ներկայացուցիչ Մոնիկա Սանդրիի գլխավորած պատվիրակությանը։
Հանդիպմանը ներկա էր Միգրացիայի և քաղաքացիության ծառայության պետ Նելլի Դավթյանը։ Քննարկվել են փախստականների, ապաստան հայցողների և քաղաքացիություն չունեցող անձանց իրավունքների պաշտպանության վերաբերյալ մի շարք հարցեր:

Հատուկ ուշադրություն է դարձվել ապաստան հայցողների համար արժանապատիվ պայմանների ապահովմանը: Ընդգծվել է նոր կառուցված կացարանի շահագործման անհրաժեշտությունը, ինչը հնարավորություն կտա մինչև հարյուր մարդու ապահովել կացարանով՝ նպաստելով նրանց սոցիալական պայմանների բարելավմանը։ Կողմերը համակարծիք են եղել, որ փախստականների և ապաստան հայցողների խնդիրների լուծումը պահանջում է համակարգային մոտեցում՝ օրենսդրական բարեփոխումներ, համապատասխան գործիքակազմերի մշակում։ Միգրացիայի և քաղաքացիությանծառայության աշխատակիցների կարողությունների զարգացման համատեքստում շեշտադրվել է կրթական հատուկ մոդուլների մշակման անհրաժեշտությունը, որոնք հիմնված կլինեն նախորդ տարիների փորձի վրա՝ մասնակիցներին հնարավորություն տալով զարգացնել գիտելիքներն ու հմտությունները։ Կարևորվել է նաև միգրացիայի և աղետների ռիսկի կառավարման համակարգի թվայնացման գործընթացը։

Կողմերը բարձր են գնահատել թվային գործիքների ներդրումը, ինչը ոլորտի պատասխանատուներին կօգնի ավելի արագ և արդյունավետ արձագանքել արտակարգ իրավիճակներին։

Անդրադարձ է կատարվել նաև տվյալների հավաքագրման ու վերլուծման թվային մեխանիզմներին։ Այս համատեքստում քննարկվել է միջազգային լավագույն փորձը: Կողմերը պատրաստակամություն են հայտնել շարունակելու համատեղ աշխատանքը:

Cooperation between the Ministry of Internal Affairs of the Republic of Armenia and UN structures is strengthening․ The Deputy Minister of Internal Affairs met with the delegation of the UN High Commissioner for Refugees

On April 2, the Deputy Minister of Internal Affairs Armen Ghazaryan received a delegation led by Monica Sandri, ad interim representative of the Office of the United Nations High Commissioner for Refugees.
The meeting was attended by the Head of the Migration and Citizenship Service, Nelly Davtyan. A number of issues related to the protection of the rights of refugees, asylum seekers, and stateless persons were discussed.
Special attention was paid to ensuring dignified conditions for asylum seekers.
The necessity of operating the newly constructed shelter was emphasized, which will provide accommodation for up to a hundred people contributing to the improvement of their social conditions.
The parties agreed that solving the issues of refugees and asylum seekers requires a systematic approach, including legislative reforms and development of appropriate tools.
In the context of capacity building for the staff of the Migration and Citizenship Service, the need for the development of specialized educational modules was emphasized. These modules will be based on the expertise gained from the previous years, providing participants with the opportunity to enhance their knowledge and skills.
The digitalization process of the migration and disaster risk management system was also emphasized as a priority. The parties highly appreciated the introduction of digital tools, which will help those responsible for the sector to respond quicker and more effectively to emergency situations.
Reference was also made to digital mechanisms for data collection and analysis. In this context, international best practices were discussed. The parties expressed their willingness to continue their joint work.
