Դեկտեմբերի 11-ին Երևանում կայացել է ՀՀ-ԵՄ մուտքի արտոնագրերի ազատականացման շուրջ երկխոսության գործառնական փուլի շրջանակում բարձրաստիճան պաշտոնյաների հանդիպում՝ ՀՀ ներքին գործերի նախարար Արփինե Սարգսյանի և Եվրոպական հանձնաժողովի Միգրացիայի և ներքին գործերի գլխավոր տնօրենի տեղակալ Յոհաննես Լուխների գլխավորությամբ:
Հանդիպման ընթացքում քննարկում է ծավալվել մուտքի արտոնագրերի ազատականացման գործընթացում վճռորոշ նշանակություն ունեցող, այն է՝ փաստաթղթերի անվտանգության, սահմանների և միգրացիայի կառավարման, շարժունակության և ապաստանի, կոռուպցիայի և կազմակերպված հանցավորության դեմ պայքարի, մարդու հիմնարար իրավունքների պաշտպանության ոլորտներում իրականացվող բարեփոխումների շուրջ։ Անդրադարձ է կատարվել նաև նախատեսված բարեփոխումների իրականացման հարցում ԵՄ-ի հետագա աջակցությանը։
Կողմերը հաստատել են, որ գործընթացը բովանդակային է և չկա այն ավարտելու մեխանիկական վերջնաժամկետ։ Բարձրաստիճան պաշտոնյաները համաձայնել են, որ մուտքի արտոնագրերի ազատականացման գործընթացում հաջորդ քայլերը կլինեն 2025 թվականին երկու պաշտոնական առաքելությունները, որոնց շրջանակում ԵՄ կառույցների համապատասխան փորձագետները կիրականացնեն առկա խնդիրների վերլուծություն։
Նշված առաքելությունները կնպաստեն համապատասխան հենանիշների ցանկի սահմանմանը, ինչն անհրաժեշտ է հեռանկարում ՀՀ քաղաքացիների համար ԵՄ մուտքի արտոնագրերի ազատականացման հասնելու համար։
ՆԳ նախարարը շեշտել է, որ ՀՀ-ն վիզաների ազատականացման գործընթացի մշակվելիք գործողությունների ծրագիրը դիտում է որպես միգրացիայի, շարժունակության և հանրային անվտանգության ոլորտների զարգացման ռազմավարական ճանապարհային քարտեզ։
Յոհաննես Լուխները շնորհակալություն է հայտնել ընդունելության համար և ընդգծել ինտենսիվ աշխատելու պատրաստակամությունը։
Meeting with high-ranking EU officials within the framework of the operational phase of the dialogue on the liberalization of the RA-EU visa regime
On December 11 within the framework of the operational phase of the dialogue on the liberalization of the RA-EU visa regime a meeting with high-ranking EU officials was held in Yerevan led by Minister of Internal Affairs of RA Arpine Sargsyan and from EU side Deputy Director-General for Migration and Home Affairs of the European Commission Johannes Luchner.
During the meeting, a discussion was held on reforms that are of crucial importance in the process of visa liberalization, namely in the areas of security, border and migration management, mobility and asylum, the fight against corruption and organized crime, and the protection of fundamental human rights. Reference was also made to the further support of the EU in the implementation of the planned reforms.
The parties confirmed that the process is substantive and there is no mechanical deadline for its completion. The high-ranking officials agreed that the next steps in the liberalization process will be the two official missions in 2025, during which relevant experts from EU institutions will conduct an analysis of the existing issues.
The mentioned missions will contribute to the definition of the relevant benchmarks, which are necessary for achieving the liberalization of visas for RA citizens with the EU in the future.
The Minister of Internal Affairs emphasized that Republic of Armenia views the action plan for the liberalization of visas process as a strategic roadmap for the development of migration, mobility, and public security sectors.
Johannes Luchner expressed his gratitude for the reception and emphasized his readiness to work intensively.
