ՀՀ Ներքին գործերի նախարարության պատվիրակությունը ՆԳ նախարարի տեղակալ Արմեն Ղազարյանի գլխավորությամբ սեպտեմբերի 8-12-ը աշխատանքային այցով Գերմանիայում և Ֆրանսիայում էր։
Պատվիրակությունը «Եվրոպայի խորհրդի «Տեղահանված բնակչության իրավունքների պաշտպանության ամրապնդում Հայաստանում» ծրագրի շրջանակում այցելել է Գերմանիայի Դաշնային Հանրապետության միգրացիայի և փախստականների դաշնային գրասենյակ, ինչպես նաև Եվրոպայի խորհրդի գլխամասային գրասենյակ։

Հայկական կողմը ծանոթացել է ժամանակավոր պաշտպանության դիրեկտիվի կիրառման արդյունքում Գերմանիայում կուտակված փորձառությանը, համեմատվել են պետությունների կողմից կիրառվող ժամանակավոր պաշտպանության մեխանիզմների առանձնահատկությունները։ Ներկայացվել են նաև Գերմանիայի կողմից իրականացվող վերաինտեգրման ծրագրերը։ Պատվիրակությունն այցելել է նաև Գերմանիայի միգրացիոն գերատեսչության՝ Զիրնդորֆ քաղաքում տեղակայված մասնաճյուղ, ծանոթացել ապաստանի ընթացակարգերին ու կացարանային պայմաններին։

Ֆրանսիայի Ստրասբուրգ քաղաքում տեղակայված Եվրոպայի խորհրդի գլխամասային գրասենյակում ԵԽ գործընկերների հետ տեղի ունեցած քննարկման ընթացքում Արմեն Ղազարյանը տեղահանված անձանց իրավունքների պաշտպանության համատեքստում բարձր է գնահատել գրեթե երկամյա երկկողմ համագործակցությունը։ Նա Եվրոպայի խորհրդի հայաստանյան գրասենյակի հետ միգրացիոն գործընթացների առաջին համատեղ ծրագիրը կարևորել է նաև ոլորտի բարեփոխումների և զուգահեռ ճգնաժամերի կառավարման համատեքստում՝ ընդգծելով մասնավորապես ծրագրի ճկունությունը։

Եվրոպայի խորհրդի գործընկերները հայկական կողմին են ներկայացրել Խորհրդի համագործակցության ծրագրերի բաժնի աշխատանքները, Մարդու իրավունքների հանձնակատարի գրասենյակի գործունեությունը, Մարդու իրավունքների եվրոպական դատարանի որոշումների կատարման մեխանիզմներն ու ընթացակարգերը, ԵԽ խորհրդարանական վեհաժողովի միգրացիայի, փախստականների և տեղահանված անձանց հարցերով հանձնաժողովի՝ հայաստանյան գործընթացներին առնչվող հարցերը, Եվրոպական իրավական համագործակցության կոմիտեի աշխատանքները։
Հանդիպում է տեղի ունեցել նաև ԵԽ–ում Հայաստանի մշտական ներկայացուցիչ Արմեն Պապիկյանի հետ։

ՆԳՆ միգրացիայի և քաղաքացիության ծառայության աշխատանքային խումբը, Արմեն Ղազարյանի առաջնորդությամբ և Ծառայության պետ Նելլի Դավթյանի մասնակցությամբ, հյուրընկալվել է նաև IN Groupe ընկերություն, որը գլխավորում է Կենսաչափական համակարգի ներդրման պետություն-մասնավոր գործընկերության (ՊՄԳ) ծրագրի մրցույթում հաղթող ճանաչված կոնսորցիումը և որը Հայաստանում հիմնել է Հայփաս ընկերությունը՝ համաձայն ՊՄԳ պայմանագրի պահանջի։

Հայկական պատվիրակությունն այցելել է ընկերության տպագրական տեխնոլոգիաների թանգարան, ծանոթացել ոլորտի պատմական զարգացումներին։

Ցուցադրվել են հայկական այբուբենի ու գրի նմուշներ, որոնք ժամանակի ընթացքում օգտագործվել են ընկերության կողմից։

Պատվիրակությունը այցելել է ընկերության՝ տեղում իրականացվող արտադրություն, հետևել անձը հաստատող փաստաթղթերի բլանկների արտադրության գործընթացին՝ ուսումնասիրելով աշխատանքների բաղադրիչները։

Հանդիպում է տեղի ունեցել նաև Ընկերության գլխավոր գործադիր տնօրեն Ագնես Դիալլոյի հետ։ Քննարկվել են ՀՀ-ում նոր կենսաչափական համակարգի ներդրման ընթացիկ փուլը, արձանագրած առաջընթացը, վերահաստատվել է ծրագրի ժամանակացույցը։

Այցը կարևոր հարթակ էր փորձի փոխանակման, նորարարական լուծումների ուսումնասիրության և համագործակցության ընդլայնման տեսանկյունից՝ ուղղված միգրացիոն գործընթացների կառավարման արդյունավետության բարձրացմանը։

Delegation of the RA Ministry of Internal Affairs in Germany and France: Exchange of Experience and Strengthening of Cooperation
From September 8 to 12, the delegation of the Ministry of Internal Affairs of the Republic of Armenia, led by Deputy Minister Armen Ghazaryan, paid a working visit to Germany and France. Within the framework of the Council of Europe’s “Strengthening the Protection of the Rights of Displaced Populations in Armenia” program, the delegation visited the Federal Office for Migration and Refugees of the Federal Republic of Germany, as well as the Council of Europe headquarters. The Armenian side familiarized itself with the experience accumulated in Germany as a result of the implementation of the Temporary Protection Directive and compared the specific features of the temporary protection mechanisms applied by the respective states. The German side also presented its reintegration programs. The delegation visited the branch of the German Migration Agency in Zirndorf, where they familiarized themselves with asylum procedures and accommodation conditions. During discussions with Council of Europe counterparts at the Council of Europe headquarters in Strasbourg, France, Armen Ghazaryan highly appreciated the nearly two-year bilateral cooperation in the context of protecting the rights of displaced persons. Ghazaryan highlighted the first joint program with the Council of Europe’s Armenia office on migration processes as significant, particularly in the context of sectoral reforms and parallel crisis management, emphasizing the program’s flexibility. The Council of Europe counterparts presented to the Armenian side the activities of the Council’s Cooperation Programmes Division, the operations of the Commissioner for Human Rights’ Office, the mechanisms and procedures for implementing decisions of the European Court of Human Rights, issues related to Armenian processes addressed by the Parliamentary Assembly of the Council of Europe’s Committee on Migration, Refugees and Displaced Persons, as well as the work of the European Committee on Legal Cooperation. A meeting was also held with Armenia’s Permanent Representative to the Council of Europe, Armen Papikyan. The working group of the Ministry of Internal Affairs’ Migration and Citizenship Service, led by Armen Ghazaryan and with the participation of Service Head Nelly Davtyan, was also hosted by IN Groupe, which leads the consortium recognized as the winner of the tender for the Public-Private Partnership (PPP) program for the implementation of the Biometric System and has established the Haypas company in Armenia in accordance with the requirements of the PPP contract. The Armenian delegation visited the company’s Printing Technology Museum and familiarized itself with the historical developments in the field. Samples of the Armenian alphabet and script used by the company over time were also showcased. The delegation visited the company’s on-site production facility, observed the production process of identity document blanks, and examined the components of the operations. A meeting was also held with the company’s Chief Executive Officer, Agnès Diallo. The current phase of implementing the new biometric system in Armenia, the progress achieved, and the project timeline were discussed and reaffirmed. The visit served as an important platform for exchanging experiences, exploring innovative solutions, and expanding cooperation, aimed at enhancing the efficiency of migration process management.
