Ներքին գործերի նախարար Արփինե Սարգսյանի գլխավորությամբ հոկտեմբերի 24-ին տեղի է ունեցել աշխատանքային քննարկում՝ ՀՀ-ում նոր կենսաչափական անձնագրերի և նույնականացման քարտերի տրամադրմանն ուղղված ընթացիկ աշխատանքների վերաբերյալ։
Քննարկմանը մասնակցել են ՆԳ նախարարի տեղակալ Արմեն Ղազարյանը, Միգրացիայի և քաղաքացիության ծառայության պետ Նելլի Դավթյանը, ինչպես նաև IDEMIA Identity Security France և A.C.I. Technology S.à.r.l. ֆրանսիական կոնսորցիումի կողմից հիմնադրված «ՀայՓաս» ՓԲԸ աշխատանքային խումբը՝ գործադիր տնօրեն Ռեջիս Բուշյեի գլխավորությամբ։
Նախարար Արփինե Սարգսյանը հաստատել է նույնականացման քարտի վերջնական տեսքը՝ ներառյալ ֆոնային գեղարվեստական լուծումները, անվտանգային բաղադրիչները և տվյալների դաշտերը։ Ողջ աշխատանքը կատարվել է համապատասխան ICAO ստանդարտով։
«ՊիկսԱրտ» ընկերության մասնագետները, որոնք խորհրդատվություն են տրամադրում անձնագրերի ձևավորման գործընթացում, ներկայացրել են վիզաների էջերի վիզուալների տարբեր կոնցեպտուալ մոտեցումներ։
«ՀայՓասի» գործընկերները ներկայացրել են ինչպես ընթացիկ, այնպես էլ արդեն իսկ արված աշխատանքները, մասնավորապես.
✔️քննարկվել է Միգրացիայի և քաղաքացիության ծառայության նոր գլխամասային գրասենյակի շինարարական աշխատանքների ընթացքը․ նույն շենքում տեղակայվելու է նաև մասնավոր գործընկերոջ աշխատակազմը, տվյալների կենտրոնը, իրականացվելու է անհատականացման և տպագրական աշխատանք,
✔️անդրադարձ է կատարվել տարածքային գրասենյակների աշխարհագրական ցանցին և արդիականացման ծրագրերին։ Ըստ նախատեսված ծրագրի՝ Երևանում քաղաքացիների համար մատչելի և բանուկ հատվածներում հիմնված երկու ընդարձակ գրասենյակները հագեցած կլինեն մոդեռն տեխնիկայով՝ կենսական տվյալների հավաքագրման «բոլորը մեկում» ինքնասպասարկման սարքերով, կահավորված սպասասրահներով և միջազգային ստանդարտի գրասենյակային այլ պայմաններով,
✔️ևս 21-22 գրասենյակներ կբացվեն մարզերում՝ նույնանման կահավորանքով և վերազինմամբ։ Ներկայացված լուծումները կներդրվեն նաև ՄՔԾ գրասենյակներում,
✔️ներկայացվել են փաստաթղթերի անվտանգային և տեխնոլոգիական լուծումները,
✔️ընդգծվել է ոլորտը կարգավորող իրավական դաշտում համապատասխան փոփոխությունների իրականացման հրատապությունը։
Իրականացվող միջոցառումները միտված են կենսաչափական փաստաթղթերի տրամադրման ոլորտում ժամանակակից, անվտանգ և քաղաքացիների համար նոր որակի ծառայությունների մատուցմանը։
Minister of Internal Affairs Arpine Sargsyan Approves the External Design of the Biometric Identification Card
On October 24, Minister of Internal Affairs Arpine Sargsyan chaired a working discussion focused on the ongoing activities related to the issuance of new biometric passports and identification cards in the Republic of Armenia.
The discussion was attended by Deputy Minister of Internal Affairs Armen Ghazaryan, Head of the Migration and Citizenship Service Nelly Davtyan, as well as the working group of “HayPass” CJSC, established by the French consortium IDEMIA Identity Security France and A.C.I. Technology S.à.r.l. and headed by Executive Director Régis Boucher.
Minister Arpine Sargsyan approved the final design of the identification card, including the background artistic elements, security features, and data fields. All work has been carried out in accordance with ICAO standards.
Specialists from “PicsArt,” who provide consultancy in the passport design process, presented several conceptual approaches to the visuals of the visa pages.
The partners of “HayPass” presented both the ongoing and completed works, in particular:
The progress of the construction of the new headquarters of the Migration and Citizenship Service was discussed. The same building will also house the private partner’s staff and data center and will accommodate personalization and printing operations.
Attention was given to the geographical network of territorial offices and modernization plans. According to the program, two spacious offices in Yerevan, located in accessible and busy areas for citizens, will be equipped with modern technology — including “all-in-one” self-service devices for collecting biometric data — as well as furnished waiting areas and other office conditions meeting international standards.
Another 21–22 offices will be opened in the regions with similar furnishings and equipment. The presented solutions will also be implemented in the offices of the Migration and Citizenship Service.
Security and technological solutions for documents were presented.
The urgency of implementing corresponding changes in the legal framework regulating the sector was emphasized.
The measures being implemented are aimed at providing modern, secure, and high-quality services to citizens in the field of issuing biometric documents.
