Հունիսի 1-ին Ներքին գործերի նախարարի տեղակալ Արմեն Ղազարյանն ընդունել է Լիտվայի Հանրապետության Ներքին գործերի նախարարի տեղակալ Գինտարաս Ալեքսանդրավիչյուսին։

Կողմերը բարձր են գնահատել Հայաստանի Հանրապետության և Լիտվայի Հանրապետության միջև ձևավորված արդյունավետ համագործակցությունը՝ ընդգծելով վերջին տարիներին իրականացված համատեղ աշխատանքների նշանակությունը։ Այս համատեքստում առանձնահատուկ անդրադարձ է կատարվել նաև սույն թվականի մայիսի 19-ին ստորագրված Հայաստանի Հանրապետության և Լիտվայի Հանրապետության միջև ռազմավարական գործընկերության մասին համատեղ հռչակագրին, որն առավել ամուր հիմք է ստեղծում երկու երկրների միջև համագործակցության հետագա խորացման համար, այդ թվում՝ ներքին գործերի ոլորտում։

Հանդիպման ընթացքում քննարկվել են 2026 թվականի հունիսի 1-ից Եվրոպական միության ֆինանսավորմամբ և Լիտվայի Հանրապետության գործընկերությամբ մեկնարկելիք նոր ծրագրի շրջանակում նախատեսվող աշխատանքները։ Նշվել է, որ ծրագիրը կարևոր դեր կունենա Հայաստանի և Եվրոպական միության միջև վիզաների ազատականացման երկխոսությանն աջակցելու գործում՝ սահմանների կառավարման, փաստաթղթերի անվտանգության և իրավապահ մարմինների բարեփոխումների ուղղություններով։

Անդրադառնալով ծրագրի առաջնահերթություններին՝ նախարարի տեղակալ Արմեն Ղազարյանը կարևորել է հատկապես կրթական բաղադրիչը՝ սահմանների կառավարման ոլորտի զարգացման համատեքստում։ Նրա խոսքով՝ ՆԳՆ կրթահամալիրում ոստիկանների և փրկարարների պատրաստման ու վերապատրաստման ծրագրերին զուգահեռ նախատեսվում է ձևավորել նաև սահմանապահների մասնագիտական կրթության նոր ուղղություն՝ հիմնված միջազգային առաջատար փորձի և ժամանակակից կրթական մեթոդների վրա։ Արմեն Ղազարյանի գնահատմամբ՝ սա Հայաստանի կողմից սահմանների համալիր կառավարման համակարգի ձևավորման կարևոր քայլերից է, որը համահունչ է եվրոպական և միջազգային լավագույն փորձին։

Փաստաթղթերի անվտանգության ոլորտում քննարկվել են իրավական և տեղեկատվական կարողությունների զարգացմանն ուղղված նախաձեռնությունները, իսկ իրավապահ մարմինների բարեփոխումների համատեքստում անդրադարձ է կատարվել հատկապես քրեական ոստիկանության կարողությունների ամրապնդմանը՝ տեխնիկական և մեթոդաբանական աջակցության հնարավոր ուղղություններով։

Հանդիպման ավարտին կողմերը վերահաստատել են համագործակցության շարունակական զարգացման իրենց հանձնառությունը՝ կարևորելով համատեղ ծրագրերի շրջանակում փորձի փոխանակումն ու ինստիտուցիոնալ կարողությունների զարգացումը։ Լիտվական կողմը ևս վերահաստատել է Հայաստանի հետ ընթացիկ և ապագա նախաձեռնություններում ակտիվ ներգրավվածություն ապահովելու իր պատրաստակամությունը:

Activities Envisaged Under the New Programme Supporting the Visa Liberalisation Process Discussed: Deputy Minister of Internal Affairs Armen Ghazaryan Receives Vice Minister of the Interior of Lithuania
On June 1, Deputy Minister of Internal Affairs Armen Ghazaryan received Gintaras Aliksandravičius, Vice-Minister of the Interior of the Republic of Lithuania.
The parties highly appreciated the effective cooperation established between the Republic of Armenia and the Republic of Lithuania, emphasizing the importance of the joint efforts undertaken in recent years. In this context, particular reference was made to the Joint Declaration on Strategic Partnership between the Republic of Armenia and the Republic of Lithuania, signed on 19 May this year, which provides an even stronger foundation for further deepening cooperation between the two countries, including in the field of internal affairs.
During the meeting, the parties discussed the activities envisaged under the new programme, which is set to launch on 1 June 2026 with funding from the European Union and in partnership with the Republic of Lithuania. It was noted that the programme will play an important role in supporting the Visa Liberalisation Dialogue between Armenia and the European Union, particularly in the areas of border management, document security, and law enforcement reforms.
Referring to the programme’s priorities, Deputy Minister Armen Ghazaryan particularly emphasized the educational component in the context of the development of border management. According to Deputy Minister Ghazaryan, alongside the training and retraining programmes for police officers and rescuers implemented at the Educational Complex of the Ministry of Internal Affairs, plans are underway to establish a new professional training track for border guards, drawing on leading international practices and modern educational methodologies. In his assessment, this constitutes one of Armenia’s important steps towards developing an integrated border management system in line with European and international best practices.
In the field of document security, initiatives aimed at strengthening legal and information capacities were discussed, while in the context of law enforcement reforms, particular reference was made to enhancing the capacities of the Criminal Police, including through potential avenues for technical and methodological support.
At the conclusion of the meeting, the parties reaffirmed their commitment to the continued development of cooperation, emphasizing the importance of experience-sharing and institutional capacity-building within the framework of joint programmes. The Lithuanian side also reaffirmed its readiness to remain actively engaged in ongoing and future initiatives with Armenia, underscoring its commitment to further strengthening bilateral cooperation.
