ՆԳ նախարարի տեղակալ Արմեն Ղազարյանը Նյու Յորքում մասնակցում է Միգրացիայի միջազգային դիտարկման երկրորդ ֆորումին։ Միգրացիայի միջազգային դիտարկման երկրորդ ֆորումի շրջանակում պետությունները գնահատում են Անվտանգ, կանոնավոր և ապահով միգրացիայի վերաբերյալ գլոբալ դաշնագրի (GCM) (Global Compact for Safe, Orderly and Regular Migration) 23 նպատակների իրականացման առաջընթացը և սահմանում առաջիկա տարիների ռազմավարական առաջնահերթությունները։
ՆԳ նախարարի տեղակալ Արմեն Ղազարյանի խոսքով՝ Հայաստանի Հանրապետությունը վերահաստատում է իր հետևողական հանձնառությունը արդիականացնելու միգրացիայի կառավարման համակարգը՝ այն դարձնելով առավել անվտանգ, հիմնված միջազգային չափորոշիչների, մարդու իրավունքների պաշտպանության և բազմակողմ համագործակցության սկզբունքների վրա։
Ֆորումի շրջանակում ՆԳ նախարարի տեղակալը մասնակցել է նաև 2-րդ կլոր սեղան- քննարկմանը, որը նվիրված էր Միգրացիայի գլոբալ դաշնագրի (GCM)23 նպատակներից 7-ի ( անձանց իրավական ինքնություն և փաստաթղթավորում, անհետ կորած միգրանտներ կյանքի պահպանում, միգրանտների անօրինական տեղափոխում, մարդկանց թրաֆիքինգ, սահմանների համալիր և անվտանգ կառավարում, միգրացիոն կալանքի այլընտրանքներ, անվտանգ վերադարձ և վերաինտեգրում) իրականացման ընթացքին։
Քննարկման ընթացքում նա հանդես է եկել որպես բանախոս՝ ներկայացնելով այդ ուղղություններով Հայաստանի կողմից վերջին չորս տարիներին իրականացված քայլերը, միգրացիայի կառավարման համակարգի արդիականացման ուղղված բարեփոխումները, ինչպես նաև առկա մարտահրավերներն ու հետագա առաջնահերթությունները։
Արմեն Ղազարյանը ներկայացրել է Հայաստանի՝ անվտանգ, արժանապատիվ և մարդու իրավունքների գերակայության վրա հիմնված վերադարձի և վերաինտեգրման գործընթացները՝ ընդգծելով հատկապես խոցելի խմբերի, այդ թվում՝ երեխաների պաշտպանության ուղղությամբ կիրառվող մոտեցումները։
Նա նշել է, որ վերջին տարիներին Հայաստանը իրականացրել է էական իրավական, ինստիտուցիոնալ և գործառնական բարեփոխումներ՝ միգրացիայի կառավարման համակարգերն արդիականացնելու և թվայնացնելու ուղղությամբ՝ համադրելով նաև միջազգային լավագույն փորձը։
Արմեն Ղազարյանը խոսել է «Բնակչության պետական ռեգիստրի մասին» վերանայված օրենքի, ինչպես նաև փաստաթղթային ծառայությունների հասանելիության ապահովման կարևորության մասին՝ ընդգծելով ICAO ստանդարտներին համապատասխան նոր կենսաչափական փաստաթղթերի ներդրումը։
ՆԳ նախարարի տեղակալը անդրադարձել է նաև միգրանտների մաքսանենգության և թրաֆիքինգի դեմ պայքարին և նշել, որ Հայաստանի համար առաջնահերթություն են այս ոլորտում կանխարգելիչ միջոցառումներն ու միջազգային համագործակցության ամրապնդումը։
Armenia Continues Efforts to Modernise Its Migration Management System: The Deputy Minister of Internal Affairs Participates in the Second International Migration Review Forum
The Deputy Minister of Internal Affairs Armen Ghazaryan is participating in the Second International Migration Review Forum in New York.
Within the framework of the Second International Migration Review Forum, states are assessing progress in the implementation of the 23 objectives of the Global Compact for Safe, Orderly and Regular Migration (GCM) and defining strategic priorities for the coming years.
According to Deputy Minister of Internal Affairs Armen Ghazaryan, the Republic of Armenia reaffirms its consistent commitment to modernising the migration management system, aimed at making it more secure and aligned more secure and aligned with international standards, human rights protection, and the principles of multilateral cooperation.
Within the framework of the Forum, the Deputy Minister of Internal Affairs also participated in the second roundtable discussion dedicated to the implementation of seven of the 23 objectives of the Global Compact for Migration (GCM), namely: legal identity and documentation for migrants; saving lives and addressing missing migrants; combating the smuggling of migrants; combating trafficking in persons; integrated, secure and coordinated border management; alternatives to migration detention; and safe return and reintegration.
During the discussion, he took part as a speaker, presenting the steps taken by Armenia over the past four years in these areas, the reforms aimed at modernising the migration management system, as well as the existing challenges and future priorities.
Armen Ghazaryan presented Armenia’s return and reintegration processes, which are safe, dignified, and based on the primacy of human rights, emphasizing the approaches applied with regard to the protection of vulnerable groups, including children.
He noted that in recent years Armenia has implemented significant legal, institutional, and operational reforms aimed at modernising and digitalising its migration management systems, while also integrating international best practices.
Armen Ghazaryan spoke about the revised Law “On the State Population Register,” as well as the importance of ensuring access to documentary services, emphasizing the introduction of new biometric documents compliant with ICAO standards.
The Deputy Minister of Internal Affairs also addressed issues related to migrant smuggling and trafficking in persons migrant smuggling and trafficking in persons, noting that prevention measures and the strengthening of international cooperation are a priority for Armenia in this area.
