Մայիսի 20-ին ՆԳ նախարարությունում տեղի է ունեցել ՀՀ-ԵՄ վիզաների ազատականացման գործընթացում Հայաստանի կողմից գլխավոր բանակցող, Ներքին գործերի նախարար Արփինե Սարգսյանի և Եվրոպական հանձնաժողովի Միգրացիայի և ներքին գործերի գլխավոր տնօրենի տեղակալ Յոհաննես Լուխների մամուլի ասուլիսը։

ՆԳ նախարար Արփինե Սարգսյանը շնորհակալություն է հայտնել Եվրոպական հանձնաժողովին՝ Հայաստանի հետ շարունակական և կառուցողական համագործակցության, ինչպես նաև Գործողությունների ծրագրի իրականացման առաջընթացի վերաբերյալ զեկույցում տրված գնահատականների համար։

Նախարարը կարևորել է հատկապես այն հանգամանքը, որ զեկույցում վերահաստատվել է Հայաստանի Հանրապետության քաղաքական հանձնառությունը՝ ապահովել Գործողությունների ծրագրի իրականացումը։

ՆԳ նախարարը, մասնավորապես, նշել է՝

✅ վիզաների ազատականացման գործընթացը Հայաստանի Հանրապետության քաղաքացիների համար շարժունակության տեսանկյունից դյուրացման գործընթաց չէ․ այն վստահության, գործընկերության և եվրոպական ընտանիքի հետ ավելի սերտ կապեր հաստատելու մասին է,

✅վիզաների ազատականացման գործընթացը Հայաստանի քաղաքացիների համար արժանապատիվ ճամփորդության, Հայաստանի իշխանությունների համար՝ երկրում երկարաժամկետ ինստիտուցիոնալ փոփոխություններ ապահովելու հնարավորություն է,

✅ առաջընթացի զեկույցում առաջանցիկ տեմպեր են արձանագրվել կենսաչափական համակարգի, սահմանների կառավարման, միգրացիայի և ապաստանի հարցերում,

✅ Հայաստանի Հանրապետությունը կանխատեսելի, պատասխանատու և վստահելի գործընկեր է Եվրոպական Միության համար․ սա պարզապես հերթական գործընթաց չէ, այլ կարևոր գործընթաց՝ ապահովելու Հայաստանի Հանրապետության տեսանկյունից ինստիտուցիոնալ տարբեր փոփոխություններ,

✅ գործընկերների կողմից ներկայացված 53 առաջարկություններն արձանագրվել են զեկույցում, և Հայաստանը պատրաստակամ է նույն հետևողականությամբ շարունակելու դրանց իրացումը,

✅ ՖՐՈՆՏԵՔՍ-ի հետ նախաստորագրված փաստաթղթերը կարևոր հիմք են սահմանների և միգրացիայի կառավարման ոլորտում եվրոպական կողմի հետ համագործակցությունն առավել սերտացնելու համար,

✅Եվրոպոլում ՀՀ կապի սպայի նշանակմամբ ամրապնդվել է երկկողմ համագործակցությունը․ սա հնարավորություն կտա շարունակելու զարգացնել գործընկերային հարաբերությունները և կապի սպային դիտարկելու որպես օպերացիոնալ կարևոր կամուրջ Հայաստանի, Եվրոպոլի և ԵՄ անդամ պետությունների միջև,

✅Հայաստանի Հանրապետությունը միակ պետությունն է աշխարհում, որի հետ Եվրոպական Միությունը ակտիվ երկխոսություն է վարում․ հետևողականորեն և պատշաճ ժամկետներում կիրականացվեն Գործողությունների ծրագրում նախատեսված բոլոր միջոցառումները,

✅ ԵՄ հետ մոտարկման ճանապարհին վիզաների ազատականացման գործընթացը ամենաշոշափելի բաղադրիչն է, որն անմիջականորեն ազդելու է ՀՀ քաղաքացու կյանքի որակի վրա․ այն հնարավորություն է տալու Եվրոպան ճանաչել ավելի մոտիկից, քան երբևէ։

Եվրոպական հանձնաժողովի Միգրացիայի և ներքին գործերի գլխավոր տնօրենի տեղակալ Յոհաննես Լուխները նշել է․

✅ Եվրոպական Միության և Հայաստանի միջև հարաբերություններն ավելի մոտ են, քան երբևէ․ դրա վառ ապացույցը Եվրոպական քաղաքական համայնքի գագաթնաժողովը Հայաստանում անցկացնելն էր,

✅ Հայաստանի իշխանություններին է հանձնվել վիզաների ազատականացման Գործողությունների ծրագրի իրականացման վերաբերյալ հանձնաժողովի առաջին զեկույցը. Եվրոպական հանձնաժողովի նախագահը բարձր է գնահատել այն առաջընթացը, որը Հայաստանի Հանրապետությունն արձանագրել է այս ուղղությամբ,

✅ Եվրոպական հանձնաժողովն ու Հայաստանի իշխանությունները վիզաների ազատականացման գործընթացն իրապես լուրջ են վերաբերում և պատրաստակամ են ապահովել բարձր մակարդակի արդյունքներ,

✅ Հայաստանի Հանրապետության քաղաքացիները շատ շուտով կօգտվեն կենսաչափական անձնագրեր ունենալու հնարավորությունից․ կստեղծվի բնակչության միասնական ռեգիստր,

✅ ներկայումս ավելի շատ թվով վիզաներ են տրամադրվում Հայաստանի քաղաքացիներին և ավելի շատ բազմակի մուտքի վիզաներ,

✅մեծ ջանքեր են ներդրվում, որպեսզի նվազեցվի վիզաների դիմումների մերժումների քանակը,

✅ վիզաների ազատականացումը Եվրոպական Միության և Հայաստանի միջև ամբողջական գործընթացի միայն մեկ էլեմենտն է․ վիզաների ազատականացման գործընթացը չպետք է դիտարկել որպես առանձին գործընթաց․ նախաձեռնություններ կան նաև կրթության, մշակույթի, ներդրումների և առևտրի ոլորտներում։

Ներքին գործերի նախարար Արփինե Սարգսյանը և Եվրոպական հանձնաժողովի Միգրացիայի և ներքին գործերի գլխավոր տնօրենի տեղակալ Յոհաննես Լուխները պատասխանել են նաև լրատվամիջոցների հարցերին։

Visa Liberalisation to Have a Direct Impact on the Quality of Life of Republic of Armenian Citizens․ Minister of Internal Affairs

On 20 May, a press conference was held at the Ministry of Internal Affairs of the Republic of Armenia with the participation of Arpine Sargsyan, Minister of Internal Affairs and Chief Negotiator for the Republic of Armenia–EU Visa Liberalisation Process, and Johannes Luchner, Deputy Director-General of the Directorate-General for Migration and Home Affairs of the European Commission.

Arpine Sargsyan expressed gratitude to the European Commission for the continuous and constructive cooperation with Republic of Armenia, as well as for the assessments provided in the report on the progress in the implementation of the Action Plan.

The Minister particularly highlighted that the report reaffirms the political commitment of the Republic of Republic of Armenia to the implementation of the Action Plan.

The Minister of Internal Affairs noted, in particular:

✅ The visa liberalisation process is not merely aimed at facilitating mobility for citizens of the Republic of Republic of Armenia; it is about trust, partnership, and establishing closer ties with the European family.

✅ Visa liberalisation is an opportunity for Republic of Armenian citizens to travel with dignity, and for the Republic of Armenian authorities to ensure long-term institutional reforms in the country.

✅ The progress report notes significant progress in the areas of the biometric system, border management, migration and asylum.

✅ The Republic of Republic of Armenia is a predictable, responsible and reliable partner for the European Union. This is not merely another process, but an important one aimed at ensuring various institutional reforms in the Republic of Republic of Armenia.

✅ The 53 recommendations put forward by the partners have been reflected in the report, and Republic of Armenia remains committed to continuing their implementation with the same consistency and commitment.

✅ The documents initialled with Frontex constitute an important basis for further strengthening cooperation with the European side in the areas of border and migration management.

✅ The appointment of a liaison officer of the Republic of Republic of Armenia to Europol has strengthened bilateral cooperation. This will provide an opportunity to further develop the partnership and to act as an operational bridge between Republic of Armenia, Europol and the EU Member States.

✅ The Republic of Republic of Armenia is the only country in the world with which the European Union is engaged in an active dialogue. All measures envisaged under the Action Plan will be implemented consistently and within the established timeframes.

✅ On the path towards closer alignment with the European Union, the visa liberalisation process is the most tangible component, one that will have a direct impact on the quality of life of citizens of the Republic of Republic of Armenia. It will provide an opportunity to experience Europe more closely than ever before. Johannes Luchner noted:

✅ Relations between the European Union and Republic of Armenia are closer than ever. A clear demonstration of this is the holding of the European Political Community Summit in Republic of Armenia. ✅ The first report of the Commission on the implementation of the Visa Liberalisation Action Plan has been presented to the Republic of Armenian authorities — the President of the European Commission highly commended the progress recorded by the Republic of Republic of Armenia in this direction․

✅ The European Commission and the Republic of Armenian authorities attach great importance to the visa liberalisation process and are committed to delivering high-level results.

✅Citizens of the Republic of Republic of Armenia will soon have access to biometric passports, and a unified population register will be established.

✅Currently, a higher number of visas, including multiple-entry visas, are being issued to citizens of the Republic of Republic of Armenia.

✅Significant efforts are being made to reduce the number of visa refusals.

✅Visa liberalisation is only one element of the overall process between the European Union and Republic of Armenia. It should not be viewed as a standalone process, as there are also ongoing initiatives in the areas of education, culture, investment, and trade.

Arpine Sargsyan, Minister of Internal Affairs of the Republic of Republic of Armenia, and Johannes Luchner, Deputy Director-General of the Directorate-General for Migration and Home Affairs of the European Commission, also responded to questions from the media.
